SCOUTING REPORT
Strengths: Here’s one of the smoothest players in the draft. Everything Payne does on the court seems effortless. The good aspect of that is he can use his quick hands and dribbling skills to get a step on defenders. Once he does that, his mid-range or long-range jumper is excellent and consistent. In transition, Payne is an excellent passer with the ability to find holes in a moving defense. Payne also has a great floater around 10 feet and that adds a perk to his game. He will certainly benefit a fast-paced team greatly, and the lack of point guards near the top may propel him up in the draft.

Weaknesses: As mentioned earlier, Payne is very smooth. However, smooth can sometimes take away from explosiveness. Payne’s first step is not something to write home about as far as quickness and explosion goes. He also loses a tick of skill when the ball slows down to half-court offense rather than the transition game. That goes for both offense and defense.
